Indonesia: Digital Governance Enhancing Citizen Experience

Launching INA DIGITAL marks a milestone in Indonesia’s journey towards digital transformation in governance. Highlighted in President Joko Widodo’s 2024 State Address, INA DIGITAL is a crucial initiative to streamline and integrate digital government services.

One of the primary challenges the Indonesian government faces is the fragmentation of digital services. Citizens often must navigate many platforms and applications to access different government services, resulting in inefficiency, confusion, and frustration. For instance, if a person needs to apply for a driving license, they might have to download one application, while accessing healthcare services might require another. The process becomes even more cumbersome when citizens must repeatedly input their data across multiple platforms.

INA DIGITAL directly addresses this issue by integrating all these scattered services into a unified system. The goal is to create a seamless user experience where citizens can access various government services through one portal. This eliminates the redundancy of repeatedly providing the same information across different platforms, reducing the complexity of accessing services and improving overall user satisfaction.

The success of INA DIGITAL is built upon collaboration between key government ministries, including the Ministry of Administrative and Bureaucratic Reform (PANRB) and the Ministry of Communication and Information Technology (Kominfo). These ministries are working together to develop a robust digital infrastructure that centralises access to public services. Two critical components of this initiative are the INA Pass digital identity system and the National Single Sign-On (SSO) mechanism.

The INA Pass application is designed to provide citizens with secure digital identities. It incorporates advanced liveness detection technology to verify that the person accessing a service is indeed the person they claim to be. This feature is crucial for ensuring citizens can securely interact with government services without needing to prove their identity. Meanwhile, the National Single Sign-On (SSO) mechanism simplifies access by allowing users to log in once and access multiple services without repeatedly signing in.

Beyond simplifying access, INA DIGITAL emphasises security and data management. The broader Electronic-Based Government System (SPBE) includes comprehensive measures to ensure the integrity, confidentiality, and availability of data. Robust information security protocols protect sensitive personal and governmental data, safeguarding public trust in the system.

Moreover, the SPBE framework emphasises accessibility, ensuring that all citizens, regardless of their technical expertise or physical ability, can easily use digital government services. This inclusive approach is essential for ensuring no one is left behind in Indonesia’s digital transformation journey.

Likewise, streamlined digital services will likely enhance Indonesia’s attractiveness as an investment destination, contributing to its global competitiveness. International investors are increasingly looking for countries with efficient and transparent governance systems, and INA DIGITAL positions Indonesia as a leader in digital governance within the region.

INA DIGITAL is not just a one-time initiative; it lays the foundation for more advanced digital governance solutions in the future. By creating a solid digital infrastructure, Indonesia is setting the stage for integrating emerging technologies such as artificial intelligence (AI), big data analytics, and machine learning into public services. These technologies can further optimise service delivery, enhance decision-making, and provide personalised services to citizens.
