Vietnam’s Prime Minister Pham Minh Chinh has emphasised the importance of developing human resources in key technology sectors, including semiconductors, artificial intelligence (AI), and cloud computing. Recognising the strategic significance of these fields for Vietnam’s economic growth and technological advancement, he outlined several critical measures to enhance training and development in these areas during a recent directive.

The Prime Minister acknowledged that advancing Vietnam’s capabilities in semiconductors, AI, and cloud computing is essential for maintaining the country’s competitive edge in the global market. These sectors are not only vital for driving innovation but also crucial for ensuring that Vietnam can effectively participate in the ongoing digital transformation sweeping across industries worldwide.

To achieve this, Prime Minister Chinh called for a comprehensive approach to human resource development. He stressed the need for educational institutions to align their curricula with industry demands, ensuring that students acquire the skills necessary to thrive in these rapidly evolving fields. The directive encourages universities and vocational schools to collaborate closely with businesses and technology experts to create training programs that are both relevant and forward-looking.

The Prime Minister also highlighted the importance of international cooperation in fostering talent in these sectors. He urged for strengthened partnerships with global technology leaders and educational institutions, which can provide valuable expertise and resources for training Vietnamese students and professionals. Such collaborations are expected to not only enhance technical skills but also promote the exchange of knowledge and best practices.

In addition, the directive highlighted the need to attract and retain top talent within Vietnam. Prime Minister Chinh pointed out that creating an environment conducive to innovation and research is key to preventing brain drain and encouraging Vietnamese professionals to contribute to the country’s technological advancement. This includes providing incentives for skilled professionals and creating opportunities for continuous learning and development.

Moreover, the Prime Minister underscored the role of government policies in supporting these initiatives. He called for the implementation of favourable policies that would facilitate investments in education and training for high-tech sectors. This includes increasing funding for research and development, as well as providing support for startups and companies engaged in semiconductor manufacturing, AI, and cloud computing.

To ensure the success of these measures, Prime Minister Chinh stressed the importance of monitoring and evaluation. He proposed the establishment of a task force to oversee the implementation of human resource development programs, ensuring that they meet the set objectives and contribute to the broader goal of strengthening Vietnam’s position in the global technology landscape.

The directive is part of Vietnam’s broader strategy to become a leading player in the global technology sector. By focusing on the development of human resources in key areas such as semiconductors, AI, and cloud computing, Vietnam aims to not only bolster its technological capabilities but also drive economic growth and innovation.

Vietnam is looking to be a Southeast Asian AI leader, highlighted by the GenAI Summit 2024 in Ho Chi Minh City, which showcased AI’s potential and the need for collaboration among universities, businesses, and government bodies.

The government is supporting this ambition with plans to train 5,000 advanced AI engineers by 2030 and establish a National Innovation Center for AI. With a thriving startup scene and strong educational foundations, Vietnam is well-positioned to lead AI innovation and impact the global landscape.

This strategic focus on human resource development in technology sectors reflects Vietnam’s commitment to becoming a knowledge-based economy. By equipping its workforce with the necessary skills and expertise, the country is positioning itself to take advantage of emerging opportunities in the global market, ensuring sustained economic growth and technological progress in the years to come.
