The Ministry of Science and Technology has put forward a draft amendment to the Law on Product and Goods Quality, advocating for the integration of advanced technology to bolster quality control and product origin tracing. This proposal, aimed at strengthening the management and supervision of goods, highlights the potential of technological solutions such as barcodes and electronic labelling.
These tools would empower manufacturers to monitor product quality and trace their origins more effectively, while also providing consumers with easy access to essential product information. For state agencies, the technology would facilitate better oversight of production and distribution processes.
By adopting these solutions, Vietnam could align its product standards with international trade practices, promoting greater global integration. The use of codes and barcodes would not only streamline customs processing but also offer valuable product data to international partners, enhancing the country’s competitiveness in the global market.
The ministry underscores that embracing such technology is crucial for driving Vietnam’s economic growth and fostering a digital ecosystem that matches global development trends. It also suggests that the government implement policies and incentives to encourage the widespread adoption of these technologies in the management and quality control of goods.
In alignment with its push for technological integration, the Ministry of Science and Technology’s proposal follows the recent issuance of Decree No. 55/2024/ND-CP by the Government on May 16, 2024. This decree provides detailed guidance on the 2023 Consumer Law, which aims to enhance consumer protection and regulate various commercial environments in Vietnam.
The decree, which came into effect on July 1, 2024, mandates immediate implementation without a grace period, reinforcing the government’s commitment to safeguarding consumers in an increasingly complex marketplace.
Vietnam is focusing on harnessing digital technology to boost accountability, transparency, and confidence in government, as highlighted during the 8th meeting of the INTOSAI Working Group on Big Data. The event showcased Vietnam’s commitment to advancing auditing practices through big data and artificial intelligence (AI), which are seen as vital tools for enhancing transparency, accuracy, and openness in auditing.
National Assembly Vice Chairman Nguyen Duc Hai emphasised the integration of these technologies as central to the country’s State Audit Development Strategy, aimed at improving auditing quality and efficiency by 2030.
Vietnam’s State Audit Office also presented its progress in building a cutting-edge database architecture and IT infrastructure, reflecting the nation’s broader digital transformation goals. These advancements are part of efforts to digitise public administration and foster global cooperation in adopting innovative auditing technologies.
Through these initiatives, Vietnam aims to create a more transparent and accountable governance system while enhancing its position in the global auditing community.

Public Administrative Service Centres will become digital hubs, ensuring equitable access. These initiatives support broader digital transformation efforts, including infrastructure development, workforce upskilling, and data-driven governance.
