Vietnam has taken a significant step in its digital transformation journey by expanding its electronic health record system and judicial record certificates nationwide through the VNeID app. Prime Minister Pham Minh Chinh, who chairs the National Committee for Digital Transformation, highlighted the importance of these developments in modernising public services.
Since April 2022, the VNeID app has been piloted in Hanoi and Thua Thien-Hue, providing streamlined access to electronic health records and judicial certificates. Its nationwide expansion supports Vietnam’s broader strategy to build a digital government, society, and economy, in line with the 13th National Party Congress and Politburo’s Resolution No. 52 on embracing the Fourth Industrial Revolution.
During the conference, Prime Minister Chinh emphasised that this move is a crucial step in Vietnam’s digital transformation. He noted that the ultimate goal is to enhance public services and improve governance through digital tools, bringing tangible benefits to citizens and businesses.
“Digital transformation has reached every corner and every household, bringing benefits to the public,” said the Prime Minister.
The nationwide implementation of these services via VNeID is expected to provide significant cost savings, improve efficiency, and enhance public trust in digital services. By integrating electronic health records and judicial record certificates into a single app, Vietnam aims to simplify processes for citizens while promoting transparency and convenience.
The Ministry of Public Security reported that over 32 million electronic health records have been created so far, with more than 14.6 million integrated into the VNeID app. The e-health record system allows individuals to manage their medical histories easily, providing healthcare professionals with up-to-date information anytime and anywhere.
This digital system is expected to save approximately VN$ 1.15 trillion (US $46.6 million) annually by reducing the need for paper health record books, which are traditionally required for patient visits. With over 230 million patient visits per year, this transition to digital records will streamline the healthcare system, allowing faster and more accurate access to medical information.
For patients, the ability to access their health records digitally means greater control over their health and the convenience of sharing their medical history with healthcare providers without physical documents. This is particularly beneficial for patients with chronic conditions or those who seek care across multiple healthcare providers.
The issuance of judicial record certificates via VNeID is another critical aspect of this initiative. Previously, obtaining judicial certificates required in-person visits, often involving long wait times and complex paperwork. The new system allows users to apply for certificates in just a few minutes through the app, and they can receive them via email or postal delivery, eliminating the need for physical copies and in-person visits.
Electronic judicial record certificates are legally compliant with e-transaction laws, featuring digital signatures that can be used multiple times without the need for extra paper copies. This digital solution is especially valuable for businesses, streamlining recruitment processes by allowing them to verify candidates’ judicial records electronically.
For state agencies, reusing electronic judicial certificates in administrative procedures reduces paperwork and saves time and costs. Authorities estimate that the digital issuance of judicial record certificates could save around VN$ 400 billion (US$ 16.2 million) annually in administrative expenses.
The expansion of e-health and judicial records via VNeID marks a key step in Vietnam’s digital transformation, offering citizens, businesses, and government greater convenience, cost savings, and efficiency. The government is committed to ensuring the benefits of digital technologies reach all sectors of society.
The nationwide rollout of these services through VNeID is a crucial step toward achieving the country’s long-term goals of building a digital government, improving public services, and fostering a more inclusive, connected society.
