Thailand is accelerating its digital transformation to enhance public services by leveraging cloud technology and data integration. A recent Memorandum of Understanding (MoU) between the Ministry of Digital Economy and Society (DE) and the Administrative Court Office marked a key milestone in this effort.
Signed by Professor Wisit Wisitsora-at, Permanent Secretary of DE, and Mr Chamnong Thawornwisit, Deputy Secretary-General of the Administrative Court Office, the MoU focuses on two main areas: the development of digital technology to improve public services and the implementation of the e-Office system using the Government Central Cloud Service (GDCC).
This initiative supports Thailand’s broader strategy of driving digital government policies to create more efficient, transparent, and accessible services for its citizens. Central to Thailand’s digital transformation is the Government Cloud (Gov Cloud), a critical infrastructure that allows data to be shared seamlessly between government agencies, businesses, and the public.
This centralised system streamlines operations, enabling faster service delivery and improved communication across sectors. By utilising cloud technology, the government enhances its responsiveness to citizen needs and fosters greater collaboration among agencies. Additionally, cloud technology efficiently handles large volumes of data, ensuring more effective public service delivery.
In recent years, Thailand has expanded the use of technologies like artificial intelligence (AI) and the Internet of Things (IoT) across various sectors, including agriculture. A pilot project for inter-agency data sharing, powered by AI and IoT, has shown how these tools can boost productivity and innovation. This cloud-based platform allows real-time data exchange, enabling better decision-making and improving government service efficiency.
Thailand’s “Government as a Platform” (GaaP) initiative is central to its digital transformation, aiming to provide open government services by integrating data and services for better accessibility and transparency. Targeting sectors like finance, healthcare, energy, tourism, transportation, and logistics, GaaP enhances information access to build public trust and streamline interactions between citizens and government agencies.
Several government agencies have adopted cloud technology to enhance operations and public services. For instance, the Eastern Economic Corridor Policy Office (EEC) developed the EEC-OSS system, a one-stop service that simplifies the investment process. Integrated with the central cloud, this system enables the EEC to deliver faster, more accurate services to investors, boosting economic activity in the region.
In the transportation sector, the Department of Land Transport launched the ‘Smart Bus Terminal’ project using cloud technology. This system tracks real-time bus schedules at 81 stations with GPS, enhancing the reliability and convenience of public transport and providing travellers with up-to-date route information.
The law enforcement sector is benefiting from digital transformation through the Provincial Police Region 8’s POLICE 4.0 project. This comprehensive digital platform features crime mapping, CCTV mapping, and real-time officer reporting, enabling law enforcement to monitor and respond to incidents more effectively and enhance public safety.
In healthcare, the Ministry of Public Health has developed the Digital Healthcare Platform, which centralises data related to COVID-19 patients and other public health information. This platform enables healthcare providers to access real-time data, improving the management of healthcare services and patient outcomes.
The energy sector has advanced with the establishment of the National Energy Information Center by the Office of Energy Policy and Planning. Serving as a hub for energy data, it facilitates accurate forecasting and improved resource management. By delivering up-to-date information, it supports Thailand’s sustainability and energy objectives.
Thailand’s digital transformation strategy, focused on cloud technology, is reshaping public service delivery. By fostering innovation, enhancing collaboration among agencies, and increasing transparency, the country aims to lead in digital governance within ASEAN. Ongoing investment in digital infrastructure seeks to create a more efficient, responsive, and citizen-centred government, ultimately enhancing citizens’ quality of life.
