New Steering Committee to Boost Vietnam’s Semiconductor Industry

Prime Minister Pham Minh Chinh has signed a decision to establish a national steering committee dedicated to the development of Vietnam’s semiconductor industry. This initiative is designed to integrate Vietnam more deeply into the global semiconductor value chain, fostering significant advancements that will enhance the country’s digital economy.

This strategic move aims to solidify Vietnam’s role in the global semiconductor value chain and drive significant advancements in the sector.

The newly formed steering committee is an inter-sectoral body tasked with supporting the government and Prime Minister in managing and coordinating critical issues related to semiconductor development. The committee will focus on several key areas: researching and recommending strategies, enhancing collaboration between relevant ministries and government agencies, and facilitating industry growth through effective coordination.

Prime Minister Pham Minh Chinh will head the committee, supported by the Minister of Planning and Investment and the Minister of Information and Communications as deputy heads. This leadership structure underscores the importance the Vietnamese government places on semiconductor development, which is seen as a crucial element of the country’s future economic strategy.

Vietnam’s vision for the semiconductor industry is ambitious. By 2045, the country aims to become a vital link in the global semiconductor value chain. This vision includes developing a highly skilled workforce capable of meeting both the quality and quantity demands of the semiconductor sector. To achieve this, Vietnam plans to engage deeply in semiconductor packaging and testing processes and master associated technologies.

A significant aspect of Vietnam’s strategy involves education and workforce development. The country aims to train 50,000 engineers by 2030, focusing on various stages of the semiconductor production process.

Currently, nearly 160 out of the nation’s approximately 240 universities offer technology training programs, many of which will now incorporate semiconductor studies. Additionally, 35 educational institutions provide specialised majors related to semiconductors, further supporting the industry’s growth.

A recent survey by the Korea Chamber of Commerce and Industry (KCCI) reveals that businesses from Vietnam and South Korea see substantial opportunities for future economic collaboration in IT and semiconductors. The survey, conducted during the RoK-Vietnam Business Forum, indicated that entrepreneurs from both countries consider these sectors as the most promising for enhancing bilateral economic growth.

This push for development is also supported by recent initiatives such as a Korean company’s Innovation Campus (SIC) launched on May 3, 2024. This programme is a collaborative effort between the Vietnam National Innovation Centre and the company’s Vietnam arm, marking the first joint venture between these entities. The SIC aims to provide advanced training for semiconductor engineers, contributing to Vietnam’s goal of developing a robust semiconductor industry by 2030.

The establishment of the steering committee and these educational initiatives highlight Vietnam’s commitment to becoming a major player in the global semiconductor market. By focusing on both industry and education, the country is positioning itself to meet future demands and drive innovation in this critical sector.

The Vietnamese government’s strategic approach reflects its recognition of the semiconductor industry’s importance in the global economy. By fostering a supportive environment for industry growth and investing in human capital, Vietnam is setting the stage for significant advancements and contributions to the global semiconductor supply chain.

As the steering committee begins its work, it will play a pivotal role in shaping the future of Vietnam’s semiconductor industry, ensuring that the country is well-prepared to meet the challenges and opportunities of this rapidly evolving field. The committee’s efforts will be crucial in guiding Vietnam towards its goal of becoming a key player in the global semiconductor market by 2045.
