Hong Kong’s Role in the Belt and Road Initiative

In a keynote speech at the third Belt and Road Forum for International Cooperation, the President of China outlined eight major steps for China to advance high-quality Belt and Road cooperation, inspiring various sectors in Hong Kong.

The Chief Executive of the Hong Kong Special Administrative Region (HKSAR) emphasised Hong Kong’s crucial role in the field of innovation and technology (I&T) and expressed full support for the proposed measures to promote high-quality Belt and Road cooperation.

The focus is on actively integrating into national development, strengthening economic and trade ties under the Belt and Road Initiative (BRI), enhancing physical and institutional connectivity, promoting financial integration, cultural and people-to-people ties, and facilitating exchanges among young professionals.

The Hong Kong Productivity Council (HKPC) has pledged its full support to the HKSAR Government in leveraging Hong Kong’s unique advantages under the “One Country, Two Systems” framework. The primary objective is to foster I&T, new industrialisation, and green development within Hong Kong, thus contributing to enhanced Belt and Road cooperation and mutual benefit.

The Chairman of HKPC, who was part of the HKSAR delegation at the Forum, lauded the Belt and Road Initiative as a significant endeavour personally championed by the Chinese President. He underscored the remarkable achievements made in the past decade and how the President of China’s recent remarks have set a clear roadmap for the initiative’s next decade. He stressed Hong Kong’s role as a participant, facilitator, and beneficiary of BRI, expressing the city’s commitment to leveraging its unique strengths for the greater good.

It was also highlighted that HKPC, as a key facilitator, aims to promote high-quality BRI development and new industrialisation, offering valuable insights from Hong Kong and the Greater Bay Area for BRI markets. The focus is on Industry 4.0 (i4.0) technologies, FutureSkills training, and government funding to empower local enterprises and enhance the appeal of “Made in Hong Kong.” This, in turn, benefits the economies of destination BRI countries by creating employment opportunities and improving workforce skills.

Looking forward, HKPC plans to implement five key measures to promote I&T, new industrialisation, and green development in Hong Kong:

  • Strengthening Hong Kong’s unique advantages and enhancing BRI connectivity to support an open world economy.
  • Promoting new industrialisation in Hong Kong and the Greater Bay Area through I&T and sharing expertise with BRI countries and regions.
  • Supporting Hong Kong’s transition to a green and smart city, fostering BRI green development.
  • Facilitating technology and talent exchange between Hong Kong, the Greater Bay Area, and BRI markets, strengthening people-to-people ties.
  • Leveraging Hong Kong’s international status to contribute to the enhancement of international cooperation mechanisms for BRI.

As the Belt and Road Initiative enters a new decade, HKPC is committed to harnessing Hong Kong’s unique strengths, promoting high-quality Belt and Road cooperation, and making substantial contributions to China’s modernisation and its vision of an open, inclusive, interconnected world for common development, with a strong emphasis on technology and innovation.
