Vietnam sets up working group to promote digital economic development

A ten-member working group to promote digital economic development has been established by the Ministry of Information and Communications (MIC). It will advise and assist the Minister of Information and Communications in implementing tasks related to boosting the digital economy.

Digital economic development has been identified as a key task and a breakthrough solution for the country’s general socio-economic development. The project will require coordination between relevant ministries and agencies. MIC will play a fundamental role in the process, as it is the state management of post, telecommunications, IT applications, digital transformation, network security, the ICT industry, and press and communications.

Last September, at the online conference of the National Committee for E-Government, MIC was assigned to coordinate with the Ministry of Planning and Investment and the Ministry of Industry and Trade. The ministries were to formulate a project on Vietnam’s digital economic development to 2025, with a vision to 2030.

According to a press release, there was also a meeting with units under MIC to discuss the implementation of digital economic development tasks in early February 2021. Deputy Minister Nguyen Huy Dung, who will be leading the working group, had urged relevant agencies to be proactive in promoting digital economic development.

Further, Dung had assigned the Department of Enterprise Management to preside over and coordinate with the Department of Informatics, VNNIC, and related organisations. They were asked to research and compile reports on the digital economy, clarify the content, and outline management requirements, methods, and models.

Also, the team would propose new content, set indicators and measurement methods, and measure the contribution of the digital economy to GDP and GRDP. They were responsible for studying and developing a project to support the digital transformation of enterprises as well as oversee the Vietnam Digital Economic Development Project for 2025. Under this, they would advise, propose, and report to ministry leaders on the coordination between MIC and domestic and foreign agencies.

Digital economy is one of the three pillars of the National Digital Transformation Programme, approved by the Prime Minister last June. The programme defines a vision for 2030 hoping for Vietnam to be a digital, stable, and prosperous country by that time. The project anticipates the country will pioneer the experimentation of new technologies and models and comprehensively renovate government management and administration activities. It aims to modernise production and business activities and develop a safe, humane, and robust digital environment. It will fundamentally change the way people live and work.

In terms of digital economic development, the National Digital Transformation Programme has set a target for the digital economy to account for 20% and 30% of the GDP by 2025 and 2030, respectively. The proportion of the digital economy in each sector and field is expected to be at least 10% in 2025 and 20% in 2030. Also, Vietnam should be among the 50 leading IT countries in the Global Competitiveness Index (GCI) and the top 35 countries in innovation (GII) in 2025. By 2030, the position of Vietnam in the rankings aims to be in the top 30.
