Indonesia to Integrate Citizen Data into Digital Public Malls

The Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB) intends to integrate Digital Population Identity (IKD) data to develop Digital Public Service Mall (MPP) offerings and further consolidate Electronic Based Government System (SPBE). Regarding data access, the Ministry of PANRB is cooperating with the Ministry of Home Affairs.

In a meeting with Minister of Home Affairs Tito Karnavian, PANRB Minister Abdullah Azwar Anas revealed that integrating IKD with the Digital MPP system would speed up and simplify the provision of community services. “The integration of IKD with the Digital MPP system will undoubtedly give many benefits to the community in terms of service access. Therefore, we request the Ministry of Home Affairs’ willingness to collaborate on this topic.”

He noted that the IKD, currently organised in the Population Administration System (SIAK) of the Ministry of Home Affairs Directorate General of Population and Civil Registration, has been exceptional. Because of this, digitalisation technology allows demographic and civil registration services to be linked online nationwide.

The integration can also be a lever for creating an Electronic Based Government System (SPBE) with collaboration and integration in the Digital MPP system with IKD and SIAK. Aside from facilitating community access to services, this collaboration can also be a good practice for organising SPBE that connects numerous government entities.

On this occasion, Minister of Home Affairs Tito Karnavian warmly appreciated the Digital MPP system’s collaboration with SIAK and IKD. Furthermore, the presence of this partnership can speed up and simplify the community’s service process.

“We welcome and are eager to integrate IKD with MPP Digital. Further conversations on technical issues and system improvements can be held with the Dukcapil Directorate General, as this is the heart of data collaboration,” said the Minister of Home Affairs.

Under the direction of Deputy President KH Ma’ruf Amin, the Digital Public Service Mall (MPP) is being implemented. As a result, the Ministry of PANRB convened a meeting with 17 regional governments from East Java Province and Lubuklinggau City to discuss technology usage, including the Digital MPP standards.

Two services will be presented in the initial stages of MPP Digital development: demographic administration and licencing services. The two were chosen because the public often uses them. Meanwhile, there are 11 organising requirements for MPP Digital. Among the services provided are general information, queues, consultations, complaints, Community Satisfaction Surveys (SKM), performance evaluation, document management and monitoring, commitment, platform, sustainability, security, and user trials.

The government has erected and dedicated more MPPs. All regions will have physical and digital MPPs in the future, with all government services based on demographic data (Digital ID). MPP Digital has been designated as the PANRB ministry’s short-term focus by the President and Vice President.

As of December 2022, 103 MPPs (20% of Indonesia’s total of 514 regencies/cities) had been inaugurated in regencies and cities. Thus, less than 80%, or around 411 districts/cities, still require MPP. The Vice President planned for approximately 150 new MPPs in 2023, with MPPs in all towns and regencies by the end of 2024.

The PANRB Ministry has examined 10-15 MPPs (Public Service Malls) for potential inclusion in the Digital MPP development cycle. These MPPs were picked for their originality, benefits, and positive characteristics. MPP Digital application development will be divided into four stages in general: requirements, design, testing, and upgrading.

Furthermore, the Ministry of Administrative Reform and Bureaucratic Reform (PANRB) has collaborated with a government IT business to develop a digital Public Service Mall (MPP). The effort comes as a result of President Joko Widodo’s instruction to develop MPP Digital.
