Indonesia Charting the Path to Smart Governance

The Minister of Administrative and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas has detailed a roadmap for implementing a “Smart Government” system in Indonesia’s future capital, Ibu Kota Nusantara (IKN). The strategy ensures that the transition to IKN, which will occur over the first five years from 2024 to 2029, is optimal and efficient, with a strong emphasis on advanced digital technologies.

Further elaborating on the upcoming transition as the new civil servants are relocated to the Ibu Kota Nusantara (IKN), Minister Azwar provided a comprehensive overview of the technologically forward approach that the plan encompasses. He emphasised that the strategic framework was carefully crafted to ensure alignment with the relocation and optimal placement of civil servants, known in Indonesia as Aparatur Sipil Negara (ASN), to the newly established capital.

Minister Azwar highlighted that the transition strategy isn’t just about moving personnel but is deeply integrated with advanced digital practices designed to foster a more efficient and modern governance environment. “The Ministry of Administrative and Bureaucratic Reform in Indonesia (PANRB) has meticulously developed a comprehensive relocation plan for ASNs to IKN, which begins with implementing a scaled-down model of government operations,” Azwar remarked during the presentation. This model is a pilot project, providing a blueprint to guide the full-scale deployment of digital tools and administrative procedures.

The first phase of the plan will prioritise the relocation of ASN categorised under priority one, focusing on moving work units that are critical for the effective administration of government and providing direct support to the President and Vice President in IKN. These ASNs will adopt modern digital work patterns and a flexible working arrangement (FWA), showcasing an early shift towards digital transformation.

Following the initial phase, the second phase, known as implementing the shared office and shared services system, will commence. This phase will involve ASNs who are part of the second priority group, including those selected through the Civil Servant Candidate (PNS) selection of 2024 and those transferred from local government units in East Kalimantan. This system aims to fully integrate shared office spaces and service systems at IKN, featuring advanced digital solutions to enhance governmental collaboration and efficiency.

The third phase is slated towards the end of the five years, focusing on fully implementing the smart government system. “We have prepared directives for the move through phases one, two, and three. Based on the readiness of the infrastructure, the full implementation of smart government will be bolstered around 2029,” explained Azwar.

This phase will not only implement smart governance technologies in IKN but also extend these practices to Jakarta, thus broadening the scope and effectiveness of advanced technological applications in government.

Moreover, the smart government system will incorporate cutting-edge technologies such as artificial intelligence (AI), big data analytics, and cloud computing to streamline government operations and improve public services. This integration aims to create a responsive and transparent government that can efficiently adapt to the needs of its citizens.

Once the initial three phases are completed, there are plans to enter the fourth and fifth phases, which will involve developing an agile, smart government system. This future system is designed to be more dynamic and adaptive, capable of rapid iteration and responsive changes based on real-time data and feedback. The long-term plan is to establish a government system that is agile and supported by advanced technologies, enabling it to respond quickly to new challenges and opportunities.

Minister Azwar concluded, “Our commitment to this transformation goes beyond physical changes; it represents an evolution in how we manage government to be more efficient and responsive.” This statement underscores the government’s dedication to modernising Indonesia’s governance through integrating digital technology, setting a benchmark for future developments in public administration.
