BSN’s Role in Indonesia’s Inclusive Digitalisation

At the National Meeting of the Conformity Assessment Institute, Minister Anas endorsed BSN’s pivotal role in digital transformation, particularly in the implementation of the Electronic Based Government System (SPBE), emphasising the significance of standardisation managed by BSN for effective digital governance.

“Through the development and management of national standards (SNI), BSN ensures the necessary standardisation and compliance. Standardisation of SPBE management through SNI helps in the implementation of SPBE by encouraging integration, interoperability and ease of use of shared systems or applications,” said Minister Anas.

Before SPBE management guidelines are established, SNI can serve as a reference for SPBE implementation, allowing the government’s digital transformation to progress seamlessly. Standardisation of SPBE is crucial for GovTech implementation, facilitating the adoption and sustainability of digital service transformation. The government should prioritise digital transformation to create a streamlined ‘public service toll road’ for enhanced service delivery.

“Just as physical toll roads improve connectivity, public service toll roads will strengthen the accessibility of public services efficiently through digital innovation. Hopefully what is programmed and carried out by BSN will continue to have more impact,” he hoped.

Kukuh S. Achmad, Head of BSN and Chair of the National Accreditation Committee highlighted that Presidential Decree No. 95/2018 mandates adherence to Indonesian National Standards (SNI) for the implementation of SPBE management. This underscores the importance of meeting standards in all eight aspects outlined in Article 46 Paragraph 3 to ensure high-quality SPBE management amid government digital transformation initiatives.

Kukuh also mentioned that based on Law No. 20/2014 concerning Standardisation and Conformity Assessment, compliance with SNI must be followed by a conformity assessment process by a conformity assessment institution recognised by the National Accreditation Committee (KAN).

“So the use of SNI for implementing SPBE must continue to be encouraged, if necessary it is mandatory. In this way, conformity assessment institutions that have been accredited by KAN can carry out assessments related to the implementation of SPBE by government agencies,” acknowledged Kukuh.

A few days prior, Minister Anas paid a working visit to West Kalimantan Province. On the sidelines of the visit, Minister Anas took the time to inspect several public services at the Kubu Raya Regency Public Service Mall (MPP).

“This is one of the MPPs that we inaugurated virtually some time ago. Today I am happy to be able to visit. “Hopefully this will become a place for people to get integrated services,” said Anas when reviewing the District MPP.

In supporting the implementation of integrated services, 15 agencies have joined and there are 90 types of services integrated in the MPP which was inaugurated in July 2023. Minister Anas emphasised that the implementation of the MPP must prioritise function, not the aesthetics of the building. The constriction does not have to be magnificent, but the most important thing is that its function must be optimal.

“The essence of MPP is to integrate various services from various agencies, vertical agencies, ministries and the private sector. MPP is the government’s way of integrating fast, easy, cheap and transparent services in one place,” added the former Regent of Banyuwangi.

The President previously inaugurated a physical toll road, emphasising the need for digital transformation in public services. Local governments can establish four integrated service ecosystems: direct, mobile, self, and digital MPP (electronic) services, to enhance accessibility and efficiency.

“To accelerate integrated digital services at MPP Kubu Raya, of course, there is a need to strengthen cross-sector collaboration, including between the central and regional governments,” Anas said.

As Indonesia advances its digital transformation agenda, Minister Anas’s endorsement of BSN’s pivotal role in digital governance underscores the nation’s commitment to inclusive digitalisation.
