Vietnam’s Strategy for Comprehensive Digital Transformation

Nguyễn Phú Trọng, Vietnam’s Party General Secretary and President underscored the pivotal role of digital transformation in shaping the nation’s future. Trọng’s remarks were delivered with a focus on how digital technologies are not just a part of technological advancement but a cornerstone for Vietnam’s economic and social progress.

Trọng articulated that digital transformation represents a sweeping change that extends beyond mere technological upgrades. It encompasses a fundamental shift in how society and the economy function, aiming to enhance efficiency, foster innovation, and improve the quality of life for all citizens. This transformation is critical for Vietnam’s aspiration to evolve into a modern, high-income economy by the year 2045.

The General Secretary and President emphasised that integrating digital technologies across all sectors is essential for achieving these ambitious goals. He pointed out that digital transformation has the potential to revolutionise public administration by streamlining processes and increasing transparency. This, in turn, can lead to more effective governance and better public services.

In addition to improving administrative efficiency, digital transformation is expected to drive economic growth. Trọng highlighted that embracing advanced technologies can spur innovation and create new business opportunities. He stressed that both the public and private sectors must collaborate to develop and implement digital solutions that meet the needs of a rapidly evolving market.

Trọng also noted the importance of building a robust digital infrastructure to support these initiatives. This includes investing in high-speed internet, data centres, and cybersecurity measures to ensure that the digital ecosystem is secure and efficient. Such infrastructure is crucial for enabling businesses and government entities to leverage digital tools effectively.

The President’s address also underscored the need for continuous investment in digital skills development and education. As the digital economy expands, there will be a growing demand for a workforce equipped with the necessary skills to navigate and thrive in a technology-driven environment. Trọng called for educational reforms and training programmes to prepare individuals for the challenges and opportunities of the digital age.

In his remarks, Trọng also touched upon the social implications of digital transformation. He emphasised that technology should be harnessed to improve citizens’ lives, particularly in areas such as healthcare, education, and public services. By making these services more accessible and efficient, digital transformation can contribute to a higher quality of life for all Vietnamese people.

The General Secretary and President’s vision reflects a comprehensive approach to digital transformation, one that integrates technology with societal and economic development. Trọng’s address serves as a call to action for all stakeholders to engage in efforts that will drive Vietnam towards its long-term objectives.

To achieve these goals, Trọng urged both government and private sector leaders to work together in fostering an environment conducive to digital innovation. This includes creating policies that support technological advancement, encouraging research and development, and ensuring that digital transformation efforts are inclusive and equitable.

OpenGov Asia reported that Vietnam’s Prime Minister Pham Minh Chinh outlined a digital transformation strategy to streamline administrative procedures and public services. His goals include eliminating paperwork, cash transactions, and unnecessary contact by 2025, digitising all administrative procedures, and processing 80% online.

Key aspects of the plan involve enhanced decentralisation, transparency, and investment in digital infrastructure and skills, aiming to improve service efficiency and inclusivity.

The address highlights Vietnam’s strategic commitment to digital transformation as a key driver of national progress. By embracing digital technologies and fostering a collaborative approach, Vietnam aims to enhance its global competitiveness and achieve sustainable development.
