China Launches Internet Platform Security Evaluation

The China Academy of Information and Communications Technology continues to promote the development of national and industry standards, such as industrial Internet platform security protection and testing specifications and intensifies the development of environmental safeguards, including security evaluation and verification.

This is intended to implement properly the following requirements:

  • “Guiding Opinions of the State Council on Deepening ‘Internet + Advanced Manufacturing’ to Develop the Industrial Internet”
  • “Guiding Opinions on Strengthening Industrial Internet Security Work”
  • Other documents

This would raise the security management level of industrial Internet platforms and increase the security protection of industrial Internet platforms across the nation.

Further, China’s latest efforts to build basic systems for data and make better use of data resources are expected to boost the value of data elements, give the digital economy a new boost, and encourage high-quality growth.

The Communist Party of China Central Committee and the State Council, China’s Cabinet have released a guideline late last year citing that the country’s basic data systems will include a system for data property rights, a system for circulating and trading data, a system for distributing revenue, and a system for managing security.

The guideline said that the country will take steps to make the most of its data resources, make it easier for market entities to get access to data, and help everyone benefit from the growth of the digital economy.

According to a senior researcher at the Development Research Centre of the State Council, Long Haibo, building basic data systems is important for the growth and security of a country. As a new kind of production factor, data has been quickly added to many areas, such as production, distribution, circulation, consumption, and the management of social services.

The senior researcher has emphasised that data elements have played an increasingly important role in speeding up the transformation and upgrading of industries and in driving deeper integration of the digital economy with the real economy, which has become a key way to promote high-quality development.

He added that the 20 key measures to build basic data systems are very important for making full use of the country’s huge amount of data and rich application scenarios, promoting the standard circulation and trading of data resources, and giving a big boost to the digital economy.

According to the guideline, efforts should also be made to promote the efficient use and circulation of public data, business data, and personal data in accordance with the rules, improve the governance efficiency of data resources, and actively take part in the creation of international rules on cross-border data flows.

The country’s National Development and Reform Commission cited that the country will set up a data property rights mechanism framework that will cover data resource ownership, data processing and usage rights, and management rights of data-related products. It will also build a multi-party data governance pattern that includes the government, businesses, and society.

On the other hand, local experts said that blockchain technology should be used to protect data rights even more, which is also a requirement for data transactions and circulation, calling for more endeavours to boost investment in cutting-edge technologies to ensure data security.
