Hung Yen, Vietnam Hits E-Government Targets

The northern province of Hung Yen plans to take several measures to build an e-government, aiming to create a totally digital government, following the national digital transformation strategy. All sectors and localities have been instructed to contribute to building technical infrastructure and platforms to serve digital transformation.

So far, 100% of agencies and departments have their own LAN networks and broadband Internet connections. The data transmission network exclusively for party and state offices in the province has connected all offices at the provincial, district, and communal levels.

The rate of computer use among state employees reached 100% at provincial and district agencies and over 80% at communal ones, with all computers connected to the Internet. All state management agencies at provincial and district levels have specialised information technology (IT) technicians.

The province has also created a local government service platform (LGSP) with components meeting requirements set by the Ministry of Information and Communication (MoIC) through its issue of the architecture framework of the Vietnamese e-government (version 2.0). The province also put into use seven shared data systems:

  • the provincial information portal
  • the public service portal and single-window system
  • the work e-mail system
  • e-document exchange software
  • the e-conference system
  • the database on civil servants and public employees
  • the reporting system

The Vice Chairman of the provincial People’s Committee, Nguyen Duy Hung, noted that Hung Yen considers building a digital government a key task for modern administration. The province has required sectors and localities to accelerate the shift of state agencies’ operations to the digital environment. According to him, digital transformation is mandatory. People and enterprises are put at the centre of the imitative, with increasing engagement in state agencies’ activities, streamlining administrative procedures and providing quality digital services.

Earlier this month, a 5G network was inaugurated in Hung Yen. The launch of 5G services will help the province gradually finalise digital transformation and form a smart city model, according to the Deputy Chairman of the provincial People’s Committee, Nguyen Duy Hung. He said that the move will enable the province to comprehensively renovate administration management and improve production and business activities. It will usher in a new era of high-speed connectivity and change the way of living and working through the development of a safe and humane digital environment.

As OpenGov Asia reported, 5G technology will provide seamless coverage, high data rate, low latency, and highly reliable communications. It will increase energy efficiency, spectrum efficiency, and network efficiency. Hung Yen is the 26th province out of 63 provinces and cities across the country covered by 5G services, which are being deployed by the state-run enterprise Viettel. The adoption of the 5G network is expected to enable Hung Yen to meet one of the goals set by the province’s Digital Transformation Action Programme, which is to cover 4G/5G mobile networks and have 90% of its population use smartphones by 2025. Hung said that the network will serve as a basic foundation for the province to further develop and become a key economic zone in the northern region.
