New China-Singapore (Chongqing) International Data Channel (IDC)

The Infocomm Media Development Authority (IMDA) collaborated with the Chongqing Big Data Bureau (CQBDB) to moderate collaborations between Chinese and Singapore telecommunication companies.

It saw the launch of the China-Singapore (Chongqing) International Data Channel (IDC) on 11 September 2019.

China and Singapore have partnered on a joint initiative to build on the physical and digital connectivity between Western China and Singapore.

The China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI) will focus on enhancing physical and digital trade, support data-driven businesses, and develop vibrant and innovative ICT industries within both countries.

The signing of 12 Memorandum of Understandings (MOUs) between the telecommunication companies and IDC users was also witnessed during the launch.

The IDC serves as a committed data channel between Singapore and Chongqing. It focuses on providing better network experience such as lower latency, lower packet loss and better network reliability for users in both Singapore and Chongqing.

With the features of this channel, it is expected to enhance digital connectivity between Southeast Asia and Western China, via Singapore and Chongqing respectively.

This channel will also bring about a wave of business opportunities, flowing between Southeast Asia and Western China.

The short-term plan for the channel is to be made accessible to companies of the seven industrial parks in Chongqing.

The long-term plans are to bridge the way for Western China to connect with Singapore via Chongqing as an access point, all by using the IDC.

There have been multiple other collaborations between Singapore and China for boosting business opportunities and for exchange of smart solutions/ technologies.


Eleven companies signed agreements at the 20th Singapore-Shandong Business Council held in Jinan, Shandong province on 23 October 2018. Agreements cut across a variety of industries including banking, healthcare, master planning and education.

A key area for collaboration is in innovative solutions and ideas on economic transformation for accelerated and high-quality growth. This includes disruptive technologies like artificial intelligence.

Singapore Cloud SaaS online learning platform and service provider will also collaborate the Shanghai University of Finance and Economics – Qingdao Wealth Management Institute to provide a cloud-based online learning platform and cloud technology support for the institution’s online accreditation program.


14 agreements were signed by Singapore companies at the 13th Singapore-Zhejiang Economic and Trade Council (SZETC) meeting in Zhoushan city.

The agreements cover the areas of urban solutions, e-commerce and wholesale trade and logistics.

The discussion and these agreements are in line with Zhejiang’s priorities in urban-rural development reforms, industrial upgrading, trade liberalisation and e-commerce to maintain its economic competitiveness.

Under urban solutions, it includes providing smart city and township management

Developing an international logistics park in Zhoushan for handling international e-commerce, cold chain distribution and international logistics is part of the agreements for e-commerce.

Maritime logistics, bunker supply and wholesale petroleum trading for a free port between Singapore and Zhoushan were part of the discussions for wholesale trade and logistics.

Singapore Press Holdings (SPH) overseas technology office

Singapore Press Holdings will be establishing its first overseas technology office in Chongqing.

It signed a memorandum of understanding (MOU) to establish a Digital Innovation Centre in the Liangjiang New Area.

This is part of its aims of widening its technology capabilities and to be a more digital-based organisation.

It plans to expand the mainland audience of its Chinese Media Group content, like Lianhe Zaobao’s website, using better localisation.
