Illocos Norte, Philippines launches online classes and delivery service amind COVID-19

Since face-to-face classes are discouraged by the government, SANA OL! Online Tutorials and Classes are using social media as online learning platforms to discuss topics such as music, arts, fitness and health, life hacks, and survival tips.

Young professionals hired for this online program will present a maximum of three topics and will be compensated for each of their classes or tutorials, the press release announcing the program stated.

This program is in line with the provincial government’s continuing alternative programs for residents affected by the COVID-19 pandemic.

Other local governments have also turned to digital platforms. The Sangguniang Kabataan (SK) Federation of Pinamungajan, is reaching out to their constituents and to help ease both quarantine anxiety and boredom through online initiatives.

As OpenGov reported earlier, despite being far from Cebu City, where the majority of the COVID-19 cases in the province are, and despite having no local COVID-19 case, the area is still under enhanced community quarantine (ECQ).

Located 35 kilometres away from the metro, the town of Pinamungajan is a second-class municipality in the province of Cebu.

One of the initiatives is an online talent contest. Also, there is an online advocacy campaign urging the youth to upload slogans and message of encouragements for frontline workers, who continue to be of service during the pandemic.

Youth leaders in Pinamungajan are also active in providing logistical support for the repacking of relief goods and in distributing health and sanitation kits for barangay health workers and tanods.

The government is encouraging the youth to adapt to the “new normal” and to think of creative and safe ways to help, as some parts of the country transition from ECQ to general community quarantine.

The provincial government of Ilocos Norte’s youth office, which is the Ilocos Norte Youth Development Office (INYDO), in partnership with the Sangguniang Kabataan (SK) in Ilocos Norte has also developed a hotline delivery service in barangays.

The program, “Bes, Siakon! At Your Service (I got you, friend!), is a delivery service with two components.

Due to the COVID-19 pandemic, the movement of residents is limited, so the hotline delivery service and the Young Kadiwa Store has authorised young people to serve as a delivery service provider for households in their barangays, with compensation for their labour.

This is also an opportunity for SK officials to set up their own mini-Kadiwa store with help from the local government.

The INYDO Officer, Willie Jake-Sib said that the hotline delivery service will hire three young adults in the province to collect, purchase, and deliver goods request by households. The team will have support from barangay officials.

The aim is to limit the movement of residents outside the barangay. Youth beneficiaries will work a day before the essential supplies day (ESD), which is responsible for monetary compensation.

About 1,677 youth will benefit from this program, the release added.

The officer added that the Young Kadiwa Store has aligned with the Kadiwa Farmer’s Market in the provincial government.
