Thailand Develops Framework for National Digital ID

Thailand’s Ministry of Digital Economy and Society (MDES) and The Electronic Transactions Development Agency (ETDA) have held a press conference with six agencies to elaborate on the topic “Digital ID framework, opens a strategy to Digital ID Thai”. The meeting was designed to explore and give more details will go over the status of the Digital ID framework.

A single ID has become the norm across the world with more services and commerce moving online. A single digital identity makes verification and delivery both simple, safe and convenient. A national digital ID is considered a citizen’s acceptable identity for a number of services and functions and helps service providers in the digital world determine who the recipient is. A Digital ID is no different from having a physical ID card and, indeed, can serve in both worlds.

“The goal of the Digital ID framework is to get Digital ID services into people’s hands so they can access public and private online services without having to register twice,” says Chaiwut Thanakmanusorn, Minister of Digital Economy and Society.

Furthermore, he shared several pilot services that have used Digital ID data. Those services are identity verification with Digital ID for online tax filing for the Revenue Department, self-relocation notification for the Department of Provincial Administration and opening an account in commercial bank deposits. More services will be able to access Digital ID data for individuals, juristic persons and foreigners in the future.

The digital ID is the key that allows the user ID holder to access and receive various digital services. Users can securely and dependably access services from both the public and private sectors at any time, from any location. The single ID will also improve service levels in the private and public sectors. In the long run, the ID will benefit from a more flexible, safer, and efficient transportation system that reduces congestion and service costs.

MDES has cooperated with ministries, departments, and many government agencies and private organisations to create a “Framework for Driving Thailand Digital Identity Verification and Verification Service Phase 1, 2022 – 2024”, also known as “Digital ID Framework”.

Several relevant agencies were assigned the development of the framework and action plan during a cabinet meeting in early December to help accelerate the success of the Digital ID operation. The Department of Provincial Administration, the Revenue Department, the Digital Government Development Agency, the Office of the Securities and Exchange Commission, the Office of the NBTC, National Digital ID Co., Ltd., and the ETDA are among the agencies involved in the Thai digital ID framework.

The project is ready to launch a new development phase under the Digital ID framework Phase 1. The project’s goal is to provide Thai people with a single Digital ID that seamlessly allows them to access many services from both the public and private sectors. Moreover, people only need to do one item to activate the authentication.

Face Verification Service

In collaboration with the Ministry of Digital, the Ministry of Interior’s Department of Provincial Administration has created the Face Verification Service (FVS). The goal of developing a digital face authentication and verification system is to allow people to use their faces to register or verify their identities. For example, they can register faces through the wallet application rather than visiting multiple service points. As a result, people can apply for the service from anywhere.

The FVS system will assist users in more clearly and accurately comparing face images. The system will also serve as a model for digital identity verification and authentication providers. This service is consistent with the draught Royal Decree Regulating Service Business Regarding Digital Identification and Verification Systems.

The draught royal decree was recently submitted to His Majesty by the Prime Minister. The proposal will include developing and implementing technical standards or guidelines for the country’s Digital ID system to meet international standards. The document will also encourage integration and collaboration across sectors and drive work in the same direction.
