Navigating New Zealand’s Cybersecurity Landscape

From 2020 to 2023, New Zealand has encountered numerous cyber threats, presenting a danger to individuals, enterprises, and vital infrastructure. According to the National Cyber Security Centre (NCSC) of New Zealand, the projected harm amounted to an astonishing NZ$65 million in 2022, a testament to the efficacy of protective measures in shielding nationally significant organisations. This substantial sum emphasises the critical role of robust cybersecurity practices in fortifying crucial infrastructure against potential cyberattacks.

In the stride of fortifying the defences of Private Training Establishments (PTEs) against the rising tide of cyber threats, the Cyber Security for the Tertiary Sector (CSTS) project is set to provide cutting-edge tools and training for preventing phishing attacks. Spearheaded by the Tertiary Education Commission (TEC) with collaboration from the New Zealand Qualifications Authority (NZQA) and Ministry of Education (MoE), the CSTS initiative aims to elevate awareness, enhance understanding, and boost cyber security maturity across the tertiary sector.

As the frequency of cyberattacks continues to escalate, attackers are employing ever-evolving techniques to target organisations, posing risks to individuals and institutions. Among the threats are phishing scams, accounting for 95% of reported cyber security breaches. Recognising the critical need for bolstered defences, CSTS prioritises support for PTEs by offering comprehensive tools and training through the renowned provider Phriendly Phishing.

Phriendly Phishing, a trusted name in phishing simulation and cyber security awareness training across Australia and New Zealand will be free to PTEs. The initiative includes customised support for onboarding and managing these cutting-edge tools, ensuring that educational institutions are equipped to counter the evolving landscape of cyber threats.

To facilitate the implementation of these resources, CSTS is currently seeking early expressions of interest from Private Training Establishments. Interested parties can contact the project mailbox at CyberSecurityTertiarySector@tec.govt.nz. CSTS anticipates overseeing sign-ups during Christmas and into February, with the tools and training scheduled to roll out in March 2024.

Introducing phishing tools and training complements the education, support, and tools available through the CSTS initiative. This comprehensive approach aims to fortify the tertiary sector against cyber threats by providing a multifaceted strategy:

  1. Cyber Security Controls: CSTS has developed a set of “cyber security controls,” encompassing people, processes, and technology-related actions that organisations of all sizes can implement immediately to enhance their cyber security and deter attacks. Input and support from CERT NZ and other valuable sources have contributed to developing these controls.
  2. Online Workshops: CSTS has organised workshops featuring cyber security experts who share their knowledge and insights on various topics. These workshops cover everything from staying safe online to maximising the benefits of security software providing valuable educational resources for staff and stakeholders.
  3. Cyber Security Assessments: Tertiary Education Organisations (TEOs) can access free cyber security assessments from an independent supplier. These assessments offer organisations a comprehensive evaluation of their cyber security maturity, with clear recommendations and a roadmap to enhance their safety.

As per the report from OpenGov Asia, establishing collaborative efforts emerges as a viable solution. This underscores the crucial need to encourage cooperation among diverse stakeholders to effectively address and counter the growing menace of cyber-attacks. A unified front involving governments, businesses, cybersecurity experts, and the wider community is essential for mitigating the risks and challenges associated with these digital intrusions.

Emphasising the significance of collective endeavours underscores the interconnected nature of the digital landscape, where a collaborative approach becomes essential in strengthening defences, sharing intelligence, and formulating comprehensive strategies. This is imperative to safeguard the increasingly interlinked and technologically dependent societies from the ever-evolving threats posed by cyber adversaries.

The CSTS initiative underscores the commitment to react to cyber threats and equip educational institutions with the tools and knowledge to prevent and mitigate potential risks. By integrating cutting-edge digital technology with educational resources, CSTS is positioning PTEs to navigate the digital landscape securely, fostering a cyber-resilient tertiary education sector.
