Boosting Public Service Innovation in Indonesia

The collaborative efforts undertaken by the Ministry of Administrative and Bureaucratic Reform (PANRB), along with relevant stakeholders, represent a proactive step in addressing the increasing complexity of societal demands for public services. In this context, the primary focus lies in refining policies through the maturation of the National Public Service Innovation Network (JIPPNas) development plan in 2024.

Close collaboration with the Ministry of Home Affairs (Kemendagri), the State Administration Agency (LAN), and USAID-Erat, provides a solid foundation to achieve these goals. The collaboration between agencies and stakeholders creates a platform for the exchange of ideas, understanding, and implementation of best practices in enhancing the quality of public services across Indonesia.

Within a structured framework, the Ministry of PANRB is committed to formulating policies that are responsive to the dynamics of societal needs, technology, and social changes. The maturation of this work plan involves the identification of critical needs, the development of human resource capacity and the optimisation of information technology to create an efficient and reliable administrative environment.

“In the process of updating innovation data on the JIPPNas website, an evaluation Focused Group Discussion (FGD) has been conducted. The FGD presented the results of the kick-off for the update of innovation data in 2023 and discussed the evaluations that have been carried out, as well as the discussions regarding the future work plan for JIPPNas,” stated Assistant Deputy Coordinator and Facilitation of Best Practice Development Strategies for Public Services at the Ministry of PANRB, Ajib Rakhmawanto.

JIPPNas is described as a portal providing integrated data on innovative public service information. The website showcases innovation data originating from the Ministry of PANRB’s Public Service Innovation Competition (KIPP), the Ministry of Home Affairs’ Innovative Government Award (IGA), and the State Administration Agency’s Innovation Laboratory (InoLAN). It is anticipated that JIPPNas will become a national reference for best practices in national public service innovation.

In 2023, the steps taken by JIPPNas laid a strong foundation for the management of innovation data. The focus on data completeness from KIPP, IGA, and InoLAN served as a basis for evaluating the success of various programmes. Data updates and careful evaluations provided a clear picture of performance and potential improvements in the future. Entering 2024, JIPPNas is committed to enhancing the quality of information provided to the public and relevant institutions.

In addition to technological development, JIPPNas plans to implement massive awareness programmes, technical guidance, and intensive mentoring for government institutions. These measures aim to strengthen their capacity in managing innovative data, allowing them to contribute more effectively to the progress of their respective sectors. Active partnerships with government agencies are expected to accelerate the adoption and utilisation of JIPPNas.

The importance of knowledge dissemination is also reflected in the plan to develop a Knowledge Management System (KMS) content. KMS will be a crucial resource for JIPPNas users, providing clear and in-depth guidance on maximising the use of the system. The monitoring and evaluation process (money) is also reinforced to ensure that JIPPNas management is always on the right track and can continuously be improved.

Meanwhile, the target in 2025 will focus on service integration by integrating with related websites or portals. Intensive mentoring will continue, along with optimising the expansion of KMS content and ongoing monitoring of JIPPNas management.

Further, Ajib mentioned that they plan to build a mobile application to access the JIPPNas portal through smartphones, featuring functionalities similar to the website. This aims to enhance the effectiveness of using innovative features such as e-learning and notifications. The e-learning feature includes tutorial guides on innovation through videos and readings. Users can watch tutorial videos and search for videos that match their preferences.

Another feature is New Sinovik, utilised by government agencies for institutional innovation competitions, which can then directly participate in the national-level competition organised by the Ministry of PANRB. “Additionally, there is a feature where users can discover innovations near them, with the goal of further developing innovations in their vicinity and gaining more insights into nearby innovations,” he asserted.
