Pioneering Malaysia’s Tech Revolution in Selangor

Malaysia inaugurated a new managed industrial park; the NCT Smart Industrial Park (NSIP) marks a significant milestone in the region’s technological advancement, promising a surge in quality employment opportunities for Selangor’s youth, according to the country’s Menteri Besar. Situated within the Integrated Development Region in South Selangor (Idriss), NSIP is anticipated to catalyse positive spillover effects across the southern expanse of the state.

The Menteri Besar of Selangor, in an official statement posted on social media, underscored NSIP’s pioneering role in integrating sustainable green technology into its infrastructure, distinguishing it as a trailblazer in environmental consciousness within the industrial landscape of Malaysia. One of its notable features is the incorporation of an integrated canal system, serving dual purposes as a flood control mechanism and a testament to its commitment to eco-friendliness.

Spanning 700 acres, NSIP’s development is structured into three phases, setting a precedent as Malaysia’s foremost managed industrial park to harness solar energy for its buildings and rely on renewable energy sources. The implementation of a canal system not only mitigates flood risks but also garners recognition as a GreenRE industrial area, aligning with the national agenda to curtail carbon emissions by 40% by 2035.

GreenRE, a premier green building certification tool tailored for Malaysia’s construction industry, serves as a testament to NSIP’s dedication to sustainable practices. To facilitate the seamless execution of the project, the Menteri Besar has directed the Public Works Department and local authorities to expedite critical infrastructure undertakings, including the construction of roads linking NSIP to the Kuala Lumpur International Airport (KLIA).

The Menteri Besar of Selangor stressed the pivotal role of robust infrastructure in instilling confidence among local and international investors regarding Selangor’s viability as their preferred investment destination in Malaysia. Furthermore, he emphasised the strategic significance of connecting NSIP to KLIA, streamlining logistical operations and fortifying the nation’s logistics ecosystem.

During the inauguration of the NSIP sales gallery in Sepang on Tuesday, the Menteri Besar of Selangor disclosed that the project’s gross development value currently stands at RM10 billion. NSIP will encompass 101 twin factories and 27 industrial plots, serving as a comprehensive nexus for stakeholders such as Invest Selangor Bhd and the Malaysian Investment Development Authority (MIDA).

Highlighting the burgeoning interest in NSIP, the Menteri Besar of Selangor revealed that the project has garnered over 60% of bookings from both local and foreign investors since its launch in April the previous year. NSIP forms part of a broader spectrum of developmental initiatives within Idriss, a nascent economic enclave in Selangor, alongside the Sabak Bernam Development Area (Sabda) and the Selangor Maritime Gateway (SMG).

The advent of NSIP not only signifies a paradigm shift towards technologically-driven industrialisation but also underscores Selangor’s commitment to sustainable development and economic diversification. With its innovative infrastructure and strategic location, NSIP is poised to become a cornerstone in catalysing economic growth and fostering a conducive environment for both local and foreign investments in Malaysia’s industrial landscape.

In 2023, the Selangor government introduced a set of five incentives aimed at attracting investments into its Integrated Development Region in South Selangor (Idriss). These incentives include a special premium scheme, interest-free instalment payments for development charges, tax exemptions for vacant land assessment, a 50% discount on vacant building assessment tax, and exemptions on business license fees.

The region’s Menteri Besar announced these incentives during the launch of Idriss in March 2023, highlighting their significance in catalysing development in the southern region of the state. Idriss, outlined under the First Selangor Plan 2021-2025, spans an area of 40,000 acres (20,000ha) in the Sepang and Kuala Langat districts, with an estimated gross development value of RM1 trillion.

Additionally, the Menteri Besar revealed further incentives for the development of the Managed Industrial Park (MIP) within Idriss, including expedited approval processes, assessment tax exemptions, and business license fee waivers. These incentives aim to encourage developers and landowners to invest in Selangor’s economic growth by reducing initial development costs and fostering accelerated development activities. Idriss is expected to attract investments into Selangor, positioning the state as a regional trading hub.
