Bac Giang, Vietnam Holds Digital Transformation Training for Local Officials

The Ministry of Information and Communications (MIC) has coordinated with the Bac Giang People’s Committee to organise a conference on digital transformation, helping local officials gain insight and raise awareness. The event connected 239 departments, agencies, districts, and communes in the province with more than 3,600 participants.

Bac Giang’s 2020 digital transformation index ranked 10th out of the 63 provinces and cities nationwide. The Vice-Chairman of the provincial People’s Council, Nghiem Xuan Huong, stated that the province has identified digital transformation as a special strategic task. It is has boosted information technology, biotechnology, and new material technology applications for economic and social development.

The province is focusing on developing digital infrastructure and foundations and creating e-government. Last June, the provincial Party Committee issued a resolution on digital transformation for the 2021-2025 period with a vision to 2030, aiming to put the province among the top ten regions in the country in terms of digitisation.

The conference intended to help authorities understand how to build strategies and implement resolutions and plans for digitisation at their agencies, units, and localities. The province targets providing 100% of public services at Level 4 by the end of 2025 on various platforms, including smartphones. Level 4 is the highest of online public services, which allows users to fill and submit forms and pay fees online. Over the next three years, more than 95% of the documents and applications at the provincial level will be handled online. The rates of documents and applications processed electronically at the district and communal level are expected to reach 85% and 65%, respectively. By 2025, over 60% of inspection activities by the state management agencies will be carried out online through the management agency’s information system.

The digital economy is hoped to account for about 25% of the province’s gross regional domestic product (GRDP). Further, Bac Giang will have over 800 digital enterprises and 100% of the households and all administrative units at the communal level will have access to a fibre optic broadband network. Two smart cities will be built in Bac Giang city and Viet Yen district, of which Bac Giang city aims to be among the top 15 cities in the country in terms of the smart city index.

Earlier this month, the province announced it would restructure its agriculture sector from now to 2025, to support hi-tech development. By 2025, Bac Giang strives to have 40% of the value of agricultural and aquatic products produced in line with Good Agricultural Practices (GAP) or equivalent. It aims for the value of agricultural, forestry, and aquatic products that apply hi-tech to reach 20%, and the average production value per hectare of agricultural land to hit VND140 million (US$6,153).

The province will also make efforts to have about 50% of agricultural cooperatives engage in hi-tech application activities, in which, at least one-third of the cooperatives will use biotechnology, genetics, microbiology, and automation technologies. The province will focus on carrying out new mechanisms and policies to boost hi-tech agricultural development.
