The recent launch of the Certificate of Approval (CoA) and Technology Approval by the Digital Communication Commission (DCC) signifies a technological leap in the voluntary certification scheme initiated by the Telecommunication Engineering Centre (TEC).
Developed by CDOT, these modules are pivotal in transforming the certification process, aiming to bolster the Ease of Doing Business and promote the vision of Atmanirbhar Bharat within the telecom and related ICT sectors.
This technological milestone builds upon the prior successful rollout of online modules for Type/Interface approval, operational since July 7, 2023, following their inauguration by Secretary (T) and Chairman DCC.
The introduction of these online modules marks a significant stride in streamlining the testing and certification procedures. This simplification aims to cultivate a favourable ecosystem for Start-ups and MSMEs within the telecom industry, providing them with a streamlined path to acquiring essential certifications for their products.
Start-ups and MSMEs within the telecom sector stand to benefit immensely from obtaining these certificates. The certifications not only enhance the credibility of their products but also foster a foundation for greater market penetration and trust among consumers.
The online modules enable a seamless application and processing experience for various certificates under the Voluntary Testing and Certification regime, including Type Approval Certificate, Interface Approval Certificate, Certificate of Approval (CoA), and Technology Approval Certificate. This digital integration streamlines the previously complex application procedures, making the process more accessible and efficient.
TEC offers a range of voluntary certification schemes, validating products/equipment based on rigorous testing against predefined technical standards. These certifications encompass a variety of aspects, including Type Approval, Interface Approval, Certificate of Approval, and Technology Approval.
Type Approval and Interface Approval involve the testing and certification of telecom products against specified standards. Testing occurs either on-site at OEM premises or in lab environments, with recognition of test reports from accredited labs for essential aspects like EMC, Safety, and Environmental Testing.
Certificate of Approval (CoA) is a certification process granted when TEC does not possess predefined standards for a particular product. It involves testing based on manufacturer specifications, ensuring compliance with approved test procedures while acknowledging test reports from accredited labs.
Technology Approval, typically for prototypes developed by C-DoT or other R&D organisations, certifies conformity to product-related standards defined by TEC. Similar to other certifications, it involves rigorous testing validated by recognised lab reports.

TEC is committed to developing standards for the telecommunication sector in India, to ensure the development of world-class telecom networks and smooth interconnection of individual networks.
As a part of the endeavour to be in line with the Atmanirbhar Bharat, TEC has made available all technical documents including all Standards and Test Schedule and Test Procedures (TSTP), to the public freely without any costs.
Any industry, academicians, students, start-ups and entrepreneurs can freely download and use these technical standards in their respective areas of work. Free flow of technical standards shall stimulate the industry in research, design, testing, manufacturing, etc.
To disseminate information about the latest developments in the Telecom and IT domain, TEC has been regularly organising Webinars and releasing Study Papers. Recently, Webinars were conducted on Artificial Intelligence, Open RAN, VRAN, Next Generation Transport Solutions, IoT Security, etc.
