Vietnam Empowering Inclusive, Digital Communities

In a strategic move towards fostering a digital revolution from the grassroots level, the Ministry of Information and Communications (MIC) has unveiled the “Lang So” (Digital Village) e-handbook.

Recognising the integral role of the digital economy as a potent driver of economic growth, the e-handbook on digital platforms becomes a catalyst for inspiring and equipping individuals with essential skills. By offering a glimpse into the application of digital technology across various facets of life, the handbook creates opportunities for citizens to comprehend and harness the transformative power of digitalisation.

Accessible on its website as well as on its social media page. This innovative initiative aims to catalyse the development of a digital economy and society within communities, playing a pivotal role in Vietnam’s overall digital transformation.

Central to the e-handbook are about 30 “Make in Vietnam” digital platforms, each intricately crafted to cater to the diverse requirements of individuals in their daily routines. Serving as portals for residents, these platforms provide a seamless gateway to a wide array of services and utilities, strategically leveraging the benefits inherent in digital technology.

The overarching goal is to empower individuals, villages, and communities, enabling them to craft their distinct “Digital Villages” shaped by internal resources, cultural nuances, and local characteristics. These digital platforms not only bridge the technological gap but also offer a transformative experience by facilitating easy access to essential services.

By fostering a sense of autonomy and personalisation, the e-handbook paves the way for a decentralised and community-centric approach to digital development. The envisaged outcome is a network of digitally empowered communities that harness technology to address their unique needs and aspirations.

Within the digital ecosystem of “Lang So,” the e-handbook weaves a tapestry of around 50 compelling stories, intimately connected with over 100 exemplary individuals who have demonstrated exceptional contributions. These narratives serve not only as inspiration but also as practical guides for those seeking to embark on their individual digital journey within the framework of a “Digital Village”.

Emphasising the dynamic nature of the initiative, MIC pledges to regularly update and refine information on the “Digital Village” e-handbook, ensuring its relevance to the evolving needs of the community. This commitment stems from the success and inspiration derived from the earlier “Digital Transformation Handbook”, a guide that empowers individuals to leverage digital technology to overcome challenges in their daily lives and stay abreast of the ever-evolving digital landscape.

One of the distinctive features of this initiative is its accessibility, with the e-handbook being provided free of charge on three prominent platforms – the dedicated website, social media, and Zalo. This inclusive approach ensures that a wide spectrum of users, irrespective of their digital literacy levels, can easily access the valuable resources and information embedded within the e-handbook.

The “Lang So” (Digital Village) e-handbook emerges as a pioneering endeavour by the Ministry of Information and Communications to democratise digital transformation. By providing a roadmap for communities to build their own “Digital Villages” and showcasing indigenous digital platforms, the initiative seeks to bridge the digital divide and empower citizens at the grassroots level.

Vietnam is actively pursuing ambitious digital initiatives domestically and regionally, aiming to position itself as a key player in the global digital landscape.

Vietnam’s Prime Minister Pham Minh Chinh took centre stage at the World Economic Forum in Davos, Switzerland. Addressing the ASEAN discussion, he highlighted three key factors driving ASEAN’s development: unity in diversity, bloc resilience, and inclusive development centred on the people.

Emphasising a win-win approach, he advocated for sustainable digital transformation aligned with the green economy. He envisioned ASEAN becoming a united bloc and a global growth epicentre in the next five to ten years, ensuring inclusive economic development where no one is left behind.
