NBI’s Digital Forensic Centre in the Philippines

In a move to bolster the region’s cybersecurity infrastructure, the National Bureau of Investigation (NBI) is set to unveil a state-of-the-art Digital Forensic Centre in Western Visayas. Regional authorities, in collaboration with the Department of Public Works and Highways (DPWH), recently initiated the construction of the facility at Fort San Pedro in Iloilo City.

The event, attended by key officials from both the NBI and DPWH, marked the commencement of the construction phase for the Digital Forensic Centre building. This ambitious venture, costing ₱27.2 million (approximately US$538,000), involves the development of a two-storey structure equipped with a roof deck. The project encompasses a spectrum of critical components ranging from foundational earthworks to intricate electronic and communication systems.

Speaking at the ceremony, DPWH Regional Director Sanny Boy O. Oropel underscored the significance of this initiative in fortifying regional security measures. He believes that the establishment of the Digital Forensic Centre will not only enhance the investigative capabilities of law enforcement agencies but also facilitate seamless collaboration with domestic and international partners in combatting digital crimes prevalent in Western Visayas.

Director Oropel said, “Today signifies a pivotal moment in our quest for justice and security as we embark on the construction of the Digital Forensic Centre building for the NBI Western Visayas Regional Office. This endeavour epitomises our unwavering commitment to embracing technological advancements and effectively addressing cyber threats.”

Highlighting the imperative of staying ahead of evolving cyber threats, Director Oropel stressed the pivotal role that the forthcoming centre will play in augmenting the region’s resilience against digital adversaries. He is confident that the facility will furnish law enforcement agencies with cutting-edge tools and infrastructure essential for conducting comprehensive digital investigations and mounting swift responses to cybercriminal activities.

As the landscape of cyber threats continues to evolve, the impending establishment of the Digital Forensic Centre underscores the NBI’s dedication to technological innovation and proactive defence against digital malfeasance. With its strategic location and advanced capabilities, the centre is poised to become a symbol of resilience and a linchpin in the region’s cybersecurity framework.

In a press report issued by DPWH 6, the impending launch of the Digital Forensic Centre is hailed as a testament to the NBI’s unwavering commitment to harnessing technology for safeguarding public security and combating digital crimes effectively.

President Marcos champions digitalisation as a key driver of national progress. The eLGU System offers a range of local services, while the eReport System, in partnership with the PNP and BFP, enhances emergency response capabilities. According to the President, the launch of the eLGU and the eReport Systems marks “a paradigm shift in the way that our government and citizens interact with one another”.

Moreover, the Department of Information and Communications Technology and the Philippine National Police solidified their collaboration with a Memorandum of Understanding (MoU) signed last year. The MoU formalised cooperation in crucial areas such as intelligence sharing, joint cyber incident response, capacity building, and exchange of best practices.

The signing ceremony also marked the launch of the iReport app, representing a significant leap in leveraging technology for public safety, enabling citizens to report crimes swiftly and efficiently via their mobile phones.

These initiatives align with the broader objective of enhancing community engagement in law enforcement efforts. Moreover, the iReport app will seamlessly integrate into the eReport feature, as will the eLGU, of the eGovPH super app, a comprehensive platform providing access to essential local and government services for Filipinos.
